Are Americans safer in Mexico than at home?

Every week or so I get asked, ‘Is it safe to go to Mexico?’ I had always said, if you’re thoughtful about where you go, yes. But after my most recent trip there, I’m changing my answer… to a question:

Do you think it’s safe to go to Texas?

To be clear, violence in Mexico is no joke. There have been over 47,000 drug-related murders alone in the past five years. Its murder rate – 18 per 100,000 according to this United Nations Office on Drugs & Crime report – is more than three times the US rate of 4.8 per 100,000. Though Mexican tourism is starting to bounce back, Americans appear more reluctant to return than Canadians and Brits (5.7 million Americans visited in 2011, down 3% from 2010 – and, according to Expedia, more than four of five bookings were adults going without children). Many who don’t go cite violence as the reason.

What you don’t get from most reports in the US is statistical evidence that Americans are less likely to face violence on average in Mexico than at home, particularly when you zero in on Mexico’s most popular travel destinations. For example, the gateway to Disney World, Orlando, saw 7.5 murders per 100,000 residents in 2010 per the FBI; this is higher than Cancun or Puerto Vallarta, with rates of 1.83 and 5.9 respectively, per a Stanford University report (see data visualization here, summarized on this chart, page 21). Yet in March, the Texas Department of Public Safety advised against ‘spring break’ travel anywhere in Mexico, a country the size of the UK, France, Germany, Spain and Italy combined. Never mind that popular destinations like the Bahamas, Belize and Jamaica have far higher homicide rates (36, 42 and 52 per 100,000). Why the singular focus?

Before you nix Mexico altogether, consider these five things:

1. Mexico may be more dangerous than the US overall, but not for Americans.

According to FBI crime statistics, 4.8 Americans per 100,000 were murdered in the US in 2010. The US State Department reports that 120 Americans of the 5.7 million who visited Mexico last year were murdered, which is a rate of 2.1 of 100,000 visitors. Regardless of whether they were or weren’t connected to drug trafficking, which is often not clear, it’s less than half the US national rate.

2. Texans are twice as safe in Mexico, and three times safer than in Houston.

Looking at the numbers, it might be wise for Texans to ignore their Public Safety department’s advice against Mexico travel. Five per 100,000 Texans were homicide victims in 2010, per the FBI. Houston was worse, with 143 murders, or a rate of 6.8 – over three times the rate for Americans in Mexico.

3. And it’s not just Texas.

It’s interesting comparing each of the countries’ most dangerous cities. New Orleans, host city of next year’s Super Bowl, broke its own tourism record last year with 8 million visitors. Yet the Big Easy has ten times the US homicide rate, close to triple Mexico’s national rate.

Few go to Ciudad Juarez, a border town of 1.3 million that saw 8 to 11 murders a day in 2010 (accounts differ – CNN went with 8). It’s unlikely to ever be a tourism hostpot, but things have been quietly improving there. By 2011, CNN reported, the homicide rate dropped by 45%, and the first six weeks of this year saw an additional 57% drop, per this BBC story.

If that trend in Juarez continues all year, and it might not, the number of homicides would have dropped from over 3000 in 2010 to 710 in 2012. Meanwhile New Orleans’ homicide rate is increasing, up to 199 murders last year, equivalent to 736 in a city with the population of Juarez.

4. By the way, most of Mexico is not on the State Department’s travel warning.

The best of Mexico, in terms of travel, isn’t on the warning. The US warns against ‘non-essential travel’ to just four of Mexico’s 31 states (all in the north: Chihuahua, Coahuila, Durango and Tamaulipas). The warning goes on to recommend against travel to select parts of other states, but not including many popular destinations such as Puerto Vallarta, Mazatlan, the Riviera Nayarit, Cancun, Cozumel and Tulum.

Meanwhile, 13 states are fully free from the State Department’s warning, including Baja California Sur, Yucatan, Mexico City, Oaxaca, Chiapas, Guanajuato and others.

5. Malia Obama ignored the Texas advice.

Of all people, President Obama and first lady said ‘OK’ to their 13-year-old daughter’s spring break destination this year: Oaxaca. Then Republican presidential candidate Rick Santorum made snide remarks over that, perhaps overlooking that Oaxaca state has a smaller body count from the drug war than his home state’s murder rate (Oaxaca’s 4.39 per 100,000 to Pennsylvania’s 5.2).

Oaxaca state, not on the US travel warning, is famed for its colonial city, Zapotec ruins and emerging beach destinations like Huatulco. Lonely Planet author Greg Benchwick even tried grasshoppers with the local mezcal (Malia apparently stuck with vanilla shakes.)

So, can you go to Mexico?

Yes. As the US State Department says, ‘millions of US citizens safely visit Mexico each year.’ Last year, when I took on the subject for CNN, one commenter suggested Lonely Planet was being paid to promote travel there. No we weren’t. We took on the subject simply because – as travelers so often know – there is another story beyond the perception back home, be it Vietnam welcoming Americans in the ’90s or Colombia’s dramatic safety improvements in the ’00s. And, equally as importantly, Mexico makes for some of the world’s greatest travel experiences – it’s honestly why I’m in this line of work.

So yes, you can go to Mexico, just as you can go to Texas, or New Orleans, or Orlando, or the Bahamas. It’s simply up to you to decide whether you want to.

At this time of year in this tiny rural outpost that sits on a mountainside in Guanajuato State, most able-bodied men are gone. They’re off plucking and cutting chicken in processing plants in Georgia or pruning the backyards of Seattle.

But this year, Pedro Laguna and his wife, Silvia Arellano, are clearing rocks from their yard to prepare a field for corn. They’ve returned home to Tamaula, Mexico, with their four young children, after 20 years in the United States working illegally. Pedro’s cousin Jorge Laguna and his brothers are planting garbanzo beans in the plot behind their father’s home. Their next-door neighbor Gregorio Zambrano is also home: One recent morning he badgered a visiting social worker for funds to start a honey-production enterprise.

Since the Monitor last visited here in 2007, a major demographic shift has transformed this dusty village of 230. Migrants have come home, and with them have come other important changes. In 2007, there was no running water, no high school, no paved roads. A simple water pipeline, installed in February, runs to each of the 50-some homes. On a recent day the first high school class, including eight students ages 15 to 40, was finishing up math homework. And now, the main roads are paved.

"We can turn on the water and wash our clothes," says Pedro’s uncle, Rodolfo Laguna, who spent 12 years working illegally in a chicken plant in Athens, Ga., before returning home in 2010 after both he and his son lost their jobs.

This is the new face of rural Mexico. Villages emptied out in the 1980s and ’90s in one of the largest waves of migration in history. Today there are clear signs that a human tide is returning to towns both small and large across Mexico.

One million Mexicans said they returned from the US between 2005 and 2010, according to a new dem-ographic study of Mexican census data. That’s three times the number who said they’d returned in the previous five-year period.

And they aren’t just home for a visit: One prominent sociologist in the US has counted "net zero" migration for the first time since the 1960s.

Experts say the implications for both nations are enormous – from the draining of a labor pool in the US to the need for a radical shift in policies in Mexico, which has long depended on the billions of dollars in migrant remittances as a social welfare cornerstone.

"The massive return of migrants will have implications at the micro and macro economic levels and will have consequences for the social fabric … especially for the structure of the Mexican family," says Rodolfo Casillas, a migration expert at the Latin American School of Social Sciences in Mexico City.

The trend began with a weaker economy in the US. But even if a stronger one were to pull many Mexicans back to the US, the new pattern could persist. Migrants – and the experts who study them – say they are deterred by state laws in the US that have fueled anti-immigrant sentiment, tougher US-border enforcement, and border violence.

So, many Mexicans simply stay put. And now, the human calculus of possibility means they can stay put – or at least are more able to than their parents, who turned the US-Mexican border corridor into the busiest in the world. Today in Mexico there is greater access to education, growing per capita income, and lower fertility rates – all making a life here more viable. In turn, a life in the shadows of the US, separated from family often for years, is less palatable.

"The calculation is finally making people come back and decide to stay in Mexico," says Agustin Escobar, a demographer at the Center for Research in Social Anthropology in Guadalajara, Mexico.

‘Net zero’ migration

While the loud immigration controversy of recent years – with walls erected and sheriffs planning anti-immigrant armies – got the headlines, the powerful migration shift went on largely unnoticed.

Pedro Laguna’s odyssey is a clear and common sign of the reverse calculus on the ground.

At the macroeconomic level, Douglas Massey, founder of the Mexican Migration Project at Princeton University, has documented what he calls "net zero" migration. The population of undocumented immigrants in the US fell from 12 million to approximately 11 million during the height of the financial crisis (2008-09), he says. And since then, Mexicans without documents aren’t migrating at rates to replace the loss, creating a net zero balance for the first time in 50 years.

Mexican census and household surveys analyzed by Mr. Escobar, who is with the Binational Study on Mexican Migration, suggest migrants leaving Mexico fell from more than a million in 2005 to 368,000 in 2010.

Pedro Laguna contributed to that shift in balance when he moved from Georgia to Tamaula last summer with his wife and American-born children – ages 5, 7, 9, and 11 – after 20 years in the US.

By many measures, the Lagunas were pleased with American life. In their first US jobs – in poultry processing – they earned in two hours what they could earn in a day in Mexico (less than $15). They liked the rigorous schools, and their kids excelled – today their bookshelves are full of trophies from science, reading, and karate contests.

But with both parents working long hours, and on different shifts, "we were working the whole time," says Silvia, who often got just three hours of sleep a day.

Yet amid the financial crisis, something worse than the slog befell them: Plentiful jobs for illegals disappeared. Silvia lost her job at a plastic factory, which gave her more time with the kids. But Pedro’s weekly pay of $340 from his construction job wasn’t enough.

And the feeling of welcome changed, too. Beginning with Arizona, states began passing laws to crack down on illegal immigration. Tales of Mexicans sent home after getting stopped for speeding spread, and it even touched home: One family member was sent home to Tamaula, after being caught driving without a license, while his wife and children continue to live in Georgia. Desperate to avoid the same fate, Pedro stopped driving on national holidays to avoid police checks.

As their quality of life deteriorated, Pedro started hearing about changes in Tamaula: There was electricity, a high school, access to water. Though his children were thriving, he figured they were still young enough to uproot willingly. He wanted them to connect with their roots and see how hard life is in Mexico. They could later decide if they wanted to return to the US as legal citizens.

With their savings, the couple moved into a tidy, stone-walled home they’d been slowly constructing in Tamaula over the years. They knew they’d give up the security of paychecks, but they could grow their own food, raise goats for milk and cheese, and forgo rent and expensive energy bills.

When the family crossed the border in a van from Brownsville, Texas, in June, near where Pedro sneaked across the Rio Grande illegally in 1992 at night, it was the first time the children had ever stepped on Mexican soil.

It’s been up and down, says Pedro: "I ask myself all the time if this was the right decision."

‘American dream’ no longer the standard

Guanajuato – an agricultural state in Central Mexico – has been a typical emigration state and in the past five years has become the biggest source of Mexican migrants to the US. As such, it also has one of the highest rates of return, census figures show.

Of Tamaula’s 100 men, about 10 have returned since 2007 – some willingly, like Pedro, and others because they lost jobs or didn’t get guest-worker visas and are no longer willing to go north illegally.

Not a single person interviewed in Tamaula said he or she would go illegally today. One of them is Jorge Laguna, a cousin of Pedro’s in Tamaula, a town made up of three extended families. He’d traveled annually to the US since 2005 as a temporary guest worker to toil as a gardener in Washington State, but this year he wasn’t asked back.

In the past he might have tried his luck illegally – as he did when he was 15, spending five consecutive years in Georgia before returning home to visit his family. What was there to lose? If he got caught crossing, he could turn around and try again. If he couldn’t find a job, he could come home or bide his time until the market rebounded. Now, at 28, he says he’s not willing to risk his life: Migrants – including two from a nearby village – have gone missing. Their suitcases showed up at bus stations in northern Mexico.

"The situation would have to be really dire for me to try to go illegally today," Jorge says. Staying home is much easier, he concedes, than when his father was raising a family. At that time, all travel here was by foot or horseback. Until 2005, when the town got electricity, children did their homework by candlelight. And back then water was the central concern of daily life: With one well up the mountainside, a half-hour by donkey, families could rarely return with enough for drinking, bathing, feeding the animals, and washing clothes and dishes.

Suddenly plugged in to modern conveniences, the community has been able to turn its attention beyond subsistence to bettering opportunities. The new high school was built three years ago. (Before, most usually quit school after junior high.)

As a strategy to keep Mexicans home, the Community Foundation of the Bajio focuses on local development in 10 communities in Guanajuato, including Tamaula. The nongovernmental organization is busy creating employment opportunities for residents to produce and sell honey – as Mr. Zambrano is trying to do – baked goods, and goat cheese.

No such opportunities – nor the mind-set that goes with them – existed when Jorge was finishing up elementary school in the 1990s. Migration was the fastest ticket to social mobility, not school. So by the time he turned 15 it was logical – even expected – that he go north.

Now, beyond changes in infrastructure, his hometown’s attitude is different. His younger sister is in university, studying psychology, and his 17-year-old brother, Juan, is in high school studying computing.

Going north is inconceivable to Juan: "My friends and I don’t talk about the ‘American dream.’ In that sense the mentality has changed. Instead we talk about opening up a restaurant here, or doing something different."

Jorge, too, harbors dreams of establishing an enterprise in Tamaula "to support my family and not be so dependent on the US."

Seven kids no longer the family norm

Tamaula is not an anomaly: Like other towns across Mexico, it has been buoyed by the nation’s overall positive economic, educational, and demographic currents.

"People are recovering the hope that they can stay in their own communities and don’t see going to the US as their only opportunity," observes Adriana Cortes, who runs the Community Foundation of the Bajio.

The high school here in Tamaula is one of hundreds built with federal funds nationwide in the past five years as enrollment rates have gone up from 54 percent in 1991 to 87 percent in 2009 for secondary school. Higher education enrollment rose from 15 percent to 27 percent in that same period, according to UNESCO.

Although quality lags behind other Organization for Economic Cooperation and Development countries, test scores have improved and dropout rates are down.

"They have made sure there are teachers everywhere. They may not be the best teachers in the world, but there are schools everywhere. They have done the right thing at the very basic level," says Harry Patrinos, lead education economist at the World Bank.

Fertility rates have also dropped precipitously in the past half century. Women had, on average, nearly seven children in 1960; today the average is slightly more than two, according to the UN Population Division.

That, say demographers and economists, will deflate labor supply to the US in the future. But more immediately it means that more wealth is spread over fewer family members, in effect raising incomes and allowing families to invest more in their children’s social mobility.

Mexico has transformed from a relatively poor country to one that is largely "middle class" in attitude and consumption, reports Luis Rubio in "Mexico: A Middle Class Society," which he co-wrote. The report links this, among other factors, to fertility rates, trade openness to cheap imports, and new access to credit. "That is why there are so many Wal-Marts everywhere," Mr. Rubio says.

But another factor that has helped reduce poverty is remittances. Migrants abroad sent $21.27 billion back home in 2010, according to Mexico’s central bank. And while Mexico has long developed programs to take advantage of such resources, with its 3-for-1 program, for example, which matches funds sent back to communities for local development, it is not prepared for a sustained change in migration patterns, says Rodolfo Zamora Garcia, an economist in Zacatecas State who studies migration and remittances.

"There is no public policy in Mexico to address the massive return of migrants or the reinsertion of them back into their communities," says Mr. Zamora.

Migrants who return with savings can bring back skills and become agents of change, says Carla Pederzini, a demographer at the Iberoamericana University in Mexico City. But if they’re deported or return because they are jobless, she adds, they’re vulnerable. "It’s very hard for them to start a new life."

While about two-thirds of returning migrants – the majority between ages 18 and 34 – find work within three months of returning, at least a third work in the informal sector. Most do not return with sufficient funds to become employers or small-business owners, according to research on the characteristics of returning migrants by Foundation BBVA Bancomer in Mexico. And most do not end up using the skills they acquired during their time in the US.

In the wake of the global financial crisis, Mexican states began offering support to migrants, from unemployment insurance for those who lost their American jobs to funds to help migrants create microenterprises.

Guanajuato set up a fund in 2009 that has helped 180 families, says Luis Vargas Gutierrez, the undersecretary for social development in Guanajuato State. "After the crisis, we thought lots of migrants were going to return home." So far, he says, the state hasn’t seen the influx that was anticipated. He says that while Guanajuato residents face high rates of deportation – more than 30,000 were repatriated from the US in 2011 – many are staying at the border.

But the challenge of returning could be bigger than it appears, says the demographer Escobar. "[Returning migrants] are being absorbed one by one. It doesn’t look like a major movement," he says.

While per capita income has grown by 40 percent in two decades, Mexico saw a bump in poverty levels between 2008 and 2010, and Escobar attributes that, in part, to Mexican families having to absorb returning migrants.

Reverse migration benefits families

Despite the challenges of the new migration patterns, the biggest beneficiary, says Escobar, will be the Mexican family.

"In high emigration communities, where children had traditionally been socialized to leave at any early age, the notion that children should be educated to make it in Mexico places greater emphasis on education, on investing in one’s properties and assets in Mexico, and in general in the kind of values that are consistent with a commitment to the future of these communities," he says.Indeed, for Pedro and Silvia, it was their family that drove their decision to move home.

"We never saw the children," says Silvia. "They grow up so fast; soon they will be independent and leave."

But for them, and for thousands of other migrants, this isn’t a choice between good and bad or right and wrong. It’s a crushingly hard cost analysis. Pedro says some days their children’s teacher doesn’t show up to class, and other parents don’t demand higher standards as they would in the US. It makes him second-guess his decision: "I worry I am impeding their growth."

On a recent Saturday morning the kids did extra homework assigned by their parents at the dinner table. They wrote letters in English to maintain their bilingual skills. Their 9-year-old wrote to her best friend back in the US: "We have animals. Mexico is so beautiful, but it is not like over there."

Why Bilinguals Are Smarter

SPEAKING two languages rather than just one has obvious practical benefits in an increasingly globalized world. But in recent years, scientists have begun to show that the advantages of bilingualism are even more fundamental than being able to converse with a wider range of people. Being bilingual, it turns out, makes you smarter. It can have a profound effect on your brain, improving cognitive skills not related to language and even shielding against dementia in old age.

This view of bilingualism is remarkably different from the understanding of bilingualism through much of the 20th century. Researchers, educators and policy makers long considered a second language to be an interference, cognitively speaking, that hindered a child’s academic and intellectual development.

They were not wrong about the interference: there is ample evidence that in a bilingual’s brain both language systems are active even when he is using only one language, thus creating situations in which one system obstructs the other. But this interference, researchers are finding out, isn’t so much a handicap as a blessing in disguise. It forces the brain to resolve internal conflict, giving the mind a workout that strengthens its cognitive muscles.

Bilinguals, for instance, seem to be more adept than monolinguals at solving certain kinds of mental puzzles. In a 2004 study by the psychologists Ellen Bialystok and Michelle Martin-Rhee, bilingual and monolingual preschoolers were asked to sort blue circles and red squares presented on a computer screen into two digital bins — one marked with a blue square and the other marked with a red circle.

In the first task, the children had to sort the shapes by color, placing blue circles in the bin marked with the blue square and red squares in the bin marked with the red circle. Both groups did this with comparable ease. Next, the children were asked to sort by shape, which was more challenging because it required placing the images in a bin marked with a conflicting color. The bilinguals were quicker at performing this task.

The collective evidence from a number of such studies suggests that the bilingual experience improves the brain’s so-called executive function — a command system that directs the attention processes that we use for planning, solving problems and performing various other mentally demanding tasks. These processes include ignoring distractions to stay focused, switching attention willfully from one thing to another and holding information in mind — like remembering a sequence of directions while driving.

Why does the tussle between two simultaneously active language systems improve these aspects of cognition? Until recently, researchers thought the bilingual advantage stemmed primarily from an ability for inhibition that was honed by the exercise of suppressing one language system: this suppression, it was thought, would help train the bilingual mind to ignore distractions in other contexts. But that explanation increasingly appears to be inadequate, since studies have shown that bilinguals perform better than monolinguals even at tasks that do not require inhibition, like threading a line through an ascending series of numbers scattered randomly on a page.

The key difference between bilinguals and monolinguals may be more basic: a heightened ability to monitor the environment. “Bilinguals have to switch languages quite often — you may talk to your father in one language and to your mother in another language,” says Albert Costa, a researcher at the University of Pompea Fabra in Spain. “It requires keeping track of changes around you in the same way that we monitor our surroundings when driving.” In a study comparing German-Italian bilinguals with Italian monolinguals on monitoring tasks, Mr. Costa and his colleagues found that the bilingual subjects not only performed better, but they also did so with less activity in parts of the brain involved in monitoring, indicating that they were more efficient at it.

The bilingual experience appears to influence the brain from infancy to old age (and there is reason to believe that it may also apply to those who learn a second language later in life).

In a 2009 study led by Agnes Kovacs of the International School for Advanced Studies in Trieste, Italy, 7-month-old babies exposed to two languages from birth were compared with peers raised with one language. In an initial set of trials, the infants were presented with an audio cue and then shown a puppet on one side of a screen. Both infant groups learned to look at that side of the screen in anticipation of the puppet. But in a later set of trials, when the puppet began appearing on the opposite side of the screen, the babies exposed to a bilingual environment quickly learned to switch their anticipatory gaze in the new direction while the other babies did not.

Bilingualism’s effects also extend into the twilight years. In a recent study of 44 elderly Spanish-English bilinguals, scientists led by the neuropsychologist Tamar Gollan of the University of California, San Diego, found that individuals with a higher degree of bilingualism — measured through a comparative evaluation of proficiency in each language — were more resistant than others to the onset of dementia and other symptoms of Alzheimer’s disease: the higher the degree of bilingualism, the later the age of onset.

Nobody ever doubted the power of language. But who would have imagined that the words we hear and the sentences we speak might be leaving such a deep imprint?

QUERETARO, Mexico — A wary but tenacious middle class is fast becoming the majority in Mexico, breaking down the rich-poor divide in a profound demographic transformation that has far-reaching implications here and in the United States.

Although many Mexicans and their neighbors to the north still imagine a country of downtrodden masses dominated by a wealthy elite, the swelling ranks of the middle class are crowding new Wal-Marts, driving Nissan sedans and maxing out their Banamex credit cards.

 

Mexico’s ongoing drug war continues to claim lives and disrupt order in the country.

The members of this class are not worried about getting enough to eat. They’re worried that their kids are eating too much.

“As hard as it is for many of us to accept, Mexico is now a middle-class country, which means we don’t have any excuse anymore. We have to start acting like a middle-class country,” said Luis de la Calle, an economist, former undersecretary of trade in the Mexican government and the co-author of a new report called “Mexico: A Middle Class Society, Poor No More, Developed Not Yet.”

The stereotype is no longer an illegal immigrant hustling for day labor outside a Home Depot in Phoenix. The new Mexican is the overscheduled soccer dad shopping for a barbecue grill inside a Home Depot in booming Mexican cities like Queretaro.

When President Felipe Calderon of the center-right National Action Party won in 2006, outpolling the leftist Mexico City Mayor Andres Manuel Lopez Obrador, it was the middle class that gave Calderon his wafer-thin victory.

And in the presidential election in July, Mexico’s growing economic center will again be decisive, say political analysts from all three major parties.

The Mexican middle class is heterogeneous, anxious and divided among the major political parties; its members are socially moderate but fiscally conservative, cynical about political promises and fearful that recent gains could be lost in a financial crisis or social upheaval — the kind that buffeted Mexico in the 1990s.

“The middle class in this country doesn’t want to lose what it’s gained,” said Gabriel Paulin, 30, living in a mod condo in a new subdivision in Queretaro. On his coffee table: a Spanish-language copy of Ayn Rand’s “The Fountainhead” — essential reading for the striving class — alongside a boxed DVD set of the “Mad Men” television series.

Mexico’s middle class thrives here in the country’s central highlands, in buzzing industrial cities that bear little resemblance to the violent border towns of the Rio Grande or tourist magnets such as Cancun.

In Queretaro, a sunny, fastidious state capital of a million residents two hours north of Mexico City, new subdivisions and industrial parks are sprouting across the cactus lands, welcoming waves of aspiring Mexican families drawn by job opportunities and safe neighborhoods.

Some of the newcomers have fled the drug violence of cities farther north, such as Monterrey, where middle-class Mexicans feel increasingly vulnerable to kidnappers, extortionists and random killings — the Mexico they are eager to leave behind.

By comparison, Queretaro is a haven of relative calm. The homicide rate here is on par with Wisconsin, about 3.2 per 100,000 residents.

It is in sunny Queretaro where you can clearly see the new Mexico of 60-hour workweeks, Costco box stores and private English-language academies churning out bilingual 14-year-olds.

 

It is the Mexico where the top 50 names for newborns include a lot of American-sounding names such as Vanessa and Jonathan, where people pay $5 for movie tickets at the cineplex and the public tennis courts have a waiting list.

And it is the Mexico where NAFTA dreams came true, where billions in foreign investment have fostered a flourishing aircraft-manufacturing industry anchored by companies such as Bombardier Aerospace, General Electric and Siemens.

On Queretaro’s eastern edge, developers are building a planned community from scratch, a middle-class burb-topia called “Zibata” (a made-up word) designed for 150,000 people.

Zibata will be a gated community — a gated city — with security checkpoints that use facial-recognition software to determine who can enter. But its target demographic is not the wealthy — it’s the middle class, said Zibata pitchman Miguel Vega, pointing to a scale model showing entire neighborhoods of modestly priced apartments and townhouses among bicycle paths, greenbelts and retail plazas.

“This is an inclusive community, not an exclusive one,” he said. “We’re trying to make high standards of living accessible to everyone.”

Vega said nothing symbolizes this impulse more than Zibata’s most revealing idea: a planned 18-hole, par-72 public golf course, aimed at Mexico’s upwardly mobile, with a dedicated golf academy on-site to teach the swing fundamentals to future duffers.

Off the links, Zibata plans classes in deportment and civility, and the posting of lots of rules — about curbing pets, making noise and taking out recyclables — the kind of social mores local governments in Mexico rarely bother to enforce.

The advertising slogan for Zibata is “where the impossible . . . is possible.”

“It is what Mexicans want,” Vega said.

Hard to measure

The exact size and shape of this new class of home buyer is hard to measure. Counting the middle class in Mexico (pop. 114 million) is not a straightforward calculation as it is in the United States, where a 1040 tax return and a Zip code define who’s who on the economic scale.

In the developing world, in countries such as India, China and Mexico, scholars argue, the middle class can be defined by what its members consume, and so a Mexican homeowning household with a new refrigerator, a car and a couple of cellphones is considered middle-class — even if the combined salaries of the members of the household would make them miserably poor in Washington.

Another measure is perception: You are middle-class if you think you are middle-class. A February survey of Mexicans by the independent pollster Jorge Buendia reports that 65 percent of respondents consider themselves in the middle (27 percent described themselves as lower class, and only 2 percent copped to upper-class status).

Can you re-brand a country in the same way you might re-brand a packet of soap powder?

Some in Mexico are hoping you can after the intensive media coverage of drug cartels, violence, murder and kidnappings in the country.

Mexico’s President Felipe Calderon has called in a British expert on country branding for advice, and the country’s tourism industry is now headed by a man who has worked for some of the biggest consumer brands in the world.

More than 47,500 people have been killed since 2006 in drug-related incidents, with the numbers of tourists and investors going to Mexico well down as a result.

Flawed reputation

Simon Anholt is an expert on the branding of countries. He thinks Mexico’s image problems go much deeper than the negative reports of drug violence.

The first thing you have got to do without any shadow of doubt is fix the product.

"The psychological diagnosis is extremely low self-esteem," he said.

"Mexico has been trying for nearly 300 years to emerge in some way in the mighty shadow of the United States, and partly as a result of that it has simply never bothered to present itself to the rest of the world."

Mr Anholt has advised the governments of more than 40 countries on questions of national identity, reputation, trade, tourism and foreign relations.

He produced a detailed report on Mexico’s image for the president which concluded that Mexico had "an already weak and in some cases badly flawed reputation" which was "undergoing a further downward correction".

Much of the report was based on the 2010 Anholt-GfK Roper Nation Brands Index, which ranked Mexico 31st out of 50 countries by public perception. The US came top at number one.

Nearly 20,000 people in 20 countries are questioned each year for the poll. Respondents are asked more than 40 questions about their perceptions of the 50 countries.

Mexico got some of its best rankings from other Latin American countries but its US neighbour ranked it very close to the bottom at 42nd.

Most respondents in the 20 countries polled regarded Mexico as less beautiful than Finland, having no more cultural heritage than Scotland, less attractive as a tourist destination than Belgium and virtually on a par with the United States for being rich in historic buildings.

Hidden cameras

One man hoping to transform Mexico’s image is Gerardo Llanes, who took up the post of executive director for marketing at the Mexico Tourism Board a year ago.

He has previously worked for some of the world’s biggest brands, including Kellogg’s and Coca Cola, and is credited with launching Diet Coke in Mexico.

One of his first priorities was to tackle the falling numbers of tourists from the United States and Canada – countries which Mexico is most dependent on for visitors.

His campaign aimed at North America shows Americans, filmed by hidden cameras in taxis, talking about their holidays in Mexico.

"That has built the credibility of our message because it is not me or Mexico’s tourism board talking to you – it is real Americans telling their real stories about their vacations."

But he acknowledged that PR alone would not solve the image problem. Mexico’s problems are tied up with the international demand for drugs and a need for social reform at home.

"We need more social equality so that people who might be thinking of becoming bad guys might not think about it because they can have other opportunities."

There are signs the PR campaign is working.

Although tourist numbers are dramatically down in Acapulco , which has seen some of the worst of the violence, other areas are seeing a revival. December 2011 showed an overall 10% increase on the previous year.

PR is fine for promoting tourism, Mr Anholt argues, but it won’t change a country’s image.

"If you are talking about the overall reputation of the country, that’s not subject to marketing because it is not a product for sale.

"There is no point in standing around moaning about Mexico’s image when hundreds, thousands of people are being killed each year.

"It is not Mexico’s fault, if it is anybody’s fault it is America’s fault, but they have still got to fix it."

President Calderon has himself pointed the finger at the United States.

He has said the problem of drugs trafficking stems from the fact that Mexico’s neighbour – the US – is the largest consumer of drugs in the world.

And many of the guns used by the drug gangs are being smuggled in from the US.

Two independent US reports have recently highlighted the scale of the problem. One by the US state department estimated that as much as 90% of all cocaine consumed in the US came via Mexico.

A second report by the US Senate, Halting US Firearms Trafficking to Mexico, suggested that some 70% of firearms recovered from Mexican crime scenes in 2009 and 2010 and submitted for tracing came from the US.

More than 50,000 troops and federal police in Mexico are now actively involved in the fight against the cartels.

Mr Anholt said one way for Mexico to boost its image would be to find new, imaginative and effective ways of tackling the drugs problem.

The country could demonstrate international leadership by offering solutions to other problems too such as climate change, poverty and inequality.

"Then people will start looking to Mexico as a place that is not a victim of its problems but a leader in resolving those problems and then the change begins to happen," he said.

San Miguel de Allende’s colorful, low-key vibe charms visitors

It seems I’m always defending San Miguel de Allende these days. The colonial city in the Sierra Madre northeast of Mexico City may be a UNESCO World Heritage site, but its detractors refer to it as a Mexican Disneyland. Until recently, I shared those sentiments, holding on to memories of a youthful visit in the 1980s. Recent buzz made it sound far too pretentious, like a backdrop for photo spreads in Architectural Digest, Gourmet and AARP. I was prepared for disappointment when I returned in 2010 to visit a friend, but a funny thing happened. I had such a good time I went back the following year. As San Miguel resident Jane Onstott, an Ohio/Anaheim native who’s lived in Spain, Honduras and the Galapagos says, "Life is just so easy here."

The air shimmers clear blue and the climate is mild nearly year round. Ornate pink canterra spires on the Gothic Parroquía de San Miguel Arcangel dominate a cityscape of ochre, rose and gold colonial mansions and houses lining narrow cobblestone streets. The pace is so slow bent-over ladies in blue housedresses stay in step with fashionistas in Madonna-worthy boots. Drivers are so courteous there’s no need for semaforos (traffic lights). No wonder more than 10,000 foreigners have taken up residence here. Wealthy Mexicans and expats have hired famed architects to create nouveau haciendas in hills above the city, and companies like Rosewood have opened handsome hotels and residential enclaves. Artfully dressed couples browse and graze, sipping cappuccinos at sidewalk cafes.

Chic amenities aren’t the only attraction, however. San Miguel’s faithfully restored colonial-era churches, convents and mansions are among Mexico’s most beautiful and its festivals among the country’s most lavish. Church bells chime incessantly, costumed groups from throughout the country join daylong parades and fireworks blast off at midnight. San Miguel de Allende’s combination of architecture, culture, traditions and classy hotels, restaurants and shops make it a popular weekend getaway from Mexico City and second home for expats. "The fact is it’s beautiful, it’s easy to get around and it’s charming," says Onstott, who chose the city for her base while traveling around the country for her website, www.mexicoguru.com. "It’s close to Mexico City and not too far from the beaches. It’s ridiculously easy to get hooked on this city."

Artful Browsing

American art students first started arriving by the hundreds to San Miguel de Allende in the 1940s, when World War II veterans studied art at the Instituto Allende and the Centro Culturál Ignacio Ramírez "El Nigromante" under the GI Bill. San Miguel became so popular with vets Life Magazine published an article about this "GI Paradise" in 1948 and more foreigners arrived. Both institutions still educate a steady influx of national and international students. Photo and art workshops are held frequently throughout the city, and the literary community supports an annual writers conference.

Given San Miguel’s vibrant arts scene, shopping is a main attraction. The centro is filled with galleries and shops displaying fine paintings, sculptures, jewelry and the San Miguel shoe, designed to withstand uneven sidewalks and cobblestones. Beyond the centro’s offerings, 50 shops, galleries and studios are clustered in the Fabrica La Aurora, a former textile factory in the outskirts of downtown. There are plenty of treasures that don’t boast hefty price tags as well. At the centro’s busy Mercado de Artesanías, vendors display pottery created throughout San Miguel’s home state of Guanajuato along with tin-framed mirrors, hand-embroidered tablecloths and silky woven shawls. The selection changes constantly—these days, flowered oilcloth bags and placemats are all the rage. If you’re a folk art fiend, be sure to visit the Galería Atotonilco about five miles north of San Miguel, where collectors Mayer Shacter and Susan Page have filled a 3,000 square foot exhibition space with an amazing array of pottery, textiles, masks, jewelry and just about any Mexican craft you can imagine. Some items, including gorgeous embroidered huipiles from Chiapas and Guatemala, are for sale.

Sophisticated Pleasures

Some of the city’s finest homes now hold stylish hotels and B&Bs, offering a wide range of possibilities. Casa de Sierra Nevada set high standards for San Miguel lodgings when it opened in a house built in 1580 for the archbishop. Rooms now fill six immaculately restored mansions near the jardín, along with the town’s first cooking school, Sazón. The neighboring Casa Misha is a study in gracious living, with seven rooms in two immaculately reconstructed houses and several terraces where silver-service breakfasts are served with a backdrop of church domes. Both hotels are costly, but plenty of moderate accommodations have won loyal followings. Among the best is the inexpensive Posada Corazón set amid gardens just steps from the Parroquia. Non-guests are welcome to stop in for an organic breakfast in the hotel’s cozy library.

Two new hotels have raised the bar for service, style and sophistication. Stylish Mexicans bored with colonial digs now flock to the new ultra-modern Hotel Matilda. Sleek white buildings filled with contemporary art, including photographer Spencer Tunick’s shot of thousands of nude people gathered in Mexico City’s Zócalo, frame an infinity pool and sun deck, and the restaurant and bar draw chic locals along with guests. The new Rosewood San Miguel de Allende reflects the city’s traditional setting with massive rose-hued limestone colonial-style buildings, stone columns, arched porticos, splashing fountains and gleaming hardwood floors. The 67-room hotel is at the heart of Rosewood’s residential compound of 29 luxurious private homes in one of San Miguel’s wealthiest enclaves. The main draw for outsiders is the Luna Rooftop Tapas Bar commanding outstanding views of sparkling lights illuminating church domes and steeples and mansions scattered along high hillsides.

Such highfalutin accommodations seem pretentious and off-putting for travelers who favor more ethnic destinations like Chiapas and Oaxaca. But there are plenty of Mexico fans who have traveled all over the country and find themselves returning again and again to San Miguel de Allende. "Yes, I read that one guidebook called downtown Miguel de Allende Disneyland," said Onstott, who lives in a downscale neighborhood at the edge of the centro and has mixed feelings about the city’s popularity with tourists and expats. "Sometimes I wish they would all go away, but then I realize I’m just as much of a gate crasher as they are. And I’m not going anywhere soon."

How Not to Get Beheaded in Mexico

I can’t even remember when I last experienced the beheading of a close friend. Everyone assumes it must be a weekly, or even a daily event: after all, I live in Mexico. The truth, however, is that you are as likely to have your head removed against your will in my town — Oaxaca — as you are to be murdered by roving, machete-crazed gangs in Martha’s Vineyard.

You protest: slavering butchers are thin on the ground in Martha’s Vineyard. Ah, but we do not have beheadings in Oaxaca. To be honest, they’re unconscionably lax about slaughtering tourists in this city. It just doesn’t happen. There are whole great swaths of Mexico — some 95% of the country — that are untouched by the drug war. In these places, tourists are annoyingly safe.

Take out a map. Mexico is rather large. To avoid all of Mexico because you fear drug violence, is like cancelling your trip to the Napa Valley because you hear that people are flying airplanes into towers in New York City. (I’m sure a lot of Europeans did just that.)

The homicide rate in most Mexican cities is simply not very exciting. People who read newspapers — they are legion — will tell you that Mexico City is Elm Street on steroids. No way they’re taking their family anywhere near the Mexican capital. Yet these same people do not think twice about hauling their beloved brood to Disney World.

Disney World is in Orlando. Orlando, Florida.

What, you’re not trembling? The rate of violent crime in Orlando is really something. At the theme park itself you might not encounter drooling gangs with machetes, but the likelihood of getting slaughtered is much higher in the city of Orlando than it is in Mexico City. The homicide rate in Mexico City is sub-terrifying: 8.3 out of 100,000. The rate in Orlando? Honey, you don’t want to know.

If you’re truly bent on living dangerously, hit the French Quarter for a shot of faux absinthe. New Orleans is leveling humans at a rate of 58 per 100,000. To be fair, that’s an improvement upon the homicide record set in 1994: an awe-inspiring 85.8. No doubt champagne is flowing at the tourist board.

Don’t get me wrong: I worship New Orleans. It’s a lot safer than it used to be, and I
would not hesitate to visit. Still, Mayor Mitch Landrieu admitted — when discussing a local high school — that for part of last year, "a student attending John McDonogh was more likely to be killed than a soldier in Afghanistan."

Funny that people are not dissuaded from visiting New Orleans — or Disney World — by travel advisories that read like torture porn.

Oh, you do want to know that Orlando statistic? That would be 11.7
((28 homicides, in a population of 238,300). Which is better than New
Orleans or Baghdad, but way higher than Mexico City. Ironically, Orlando receives the same kind of hyperventilating press in the UK that Mexico suffers in Canada and the US: to Brits, Orlando is The Mouse That Roared, Then Indiscriminately Dismembered.

The internet too offers exquisite advice regarding Orlando. Somehow, I suspect this is hyperbole: "Don’t be surprised if your sleeping child has been taken right out of their hotel bed in the wee hours of the morning." I mean, come on. You have my permission to be surprised.

In fact, the capital of America is a much more dangerous place than the capital of Mexico: You are 10 times more likely to get beheaded on a school trip to the Lincoln Memorial than you are strolling through downtown Mexico City.

Okay, I’m lying. You are ten times more likely to be murdered in a drug-related crime. (The rate of actual beheadings is suppressed by travel agents on both sides of the border.)

People ask me, regularly, how they can travel safely to Mexico. Here I have impeccable advice: follow this, and you’re pretty much guaranteed to keep your head. Taking notes? Good.
Do not, under any circumstances, take a job with a major drug cartel. Just say no. You do not want to be a hit man, or a mule, or even middle management — that’s how people get killed.

I mean it: that is how people get killed. Sunbathing, on the other hand, is oddly uneventful. Yes, there are a few places in Mexico that I would avoid, unless I were applying for that gig (which I urge you to reconsider). Most border towns are not the destination of choice, except I suppose when brothel-hopping, in which case I’m told a soupçon of danger is bracing (and well-deserved). Acapulco too has declined. It was once a town in which you had a good chance of having a bad time. It is now a town in which you have no chance of having a good time.

And Mexico City, while not particularly murderous, is somewhere to be very careful: petty crime is rife, and not-so-petty crime (kidnapping) is a real issue. I travel through Mexico City all the time, and even chose to live there fairly recently, but I take the usual precautions — I restrict myself to taxis from official taxi stands; I don’t use bank machines on the street; and I suppress the urge to wave my arms around and yell, "Rob the Canadian!" (If you would like to give it a shot, that would be: "¡Saqueen al canadiense!")

Lots of really nice cities are getting a bit hairy: Guadalajara, for instance. The San Francisco Chronicle has a useful list of places to avoid — mostly areas on the American border, and south along the Pacific Coast to the state of Guerrero. The Washington Post has another useful list: they add to this the entire state of Veracruz (which is very sad — it’s lovely). These two guides will steer you clear of all the places you have been reading about, including the very few resort towns that have become dangerous: Mazatlán, for instance, and Acapulco.

Again, however, this is a tiny part of Mexico. "Of 2,500 municipalities (what we call counties), only 80, or fewer than five per cent, have been affected by the drug war."

Graphic anecdotes are hard to ignore, by design, but they are useless when trying to grasp the nature of a country that is not simply vast, but immeasurably diverse. You know how Los Angeles doesn’t have a whole lot in common with an Amish community in Pennsylvania? Well, multiply that difference a thousand-fold when comparing Ciudad Juarez (a genuinely dangerous place) to a Maya village in the state of Yucatán.

In fact, you are quite a bit safer in this state — which includes the ruins of Chichen Itza and Uxmal — than you are in Canada. The national homicide rate in Canada is 1.85 victims per 100,000. Sorry, kids, but that’s a war zone relative to Yucatán: .5 in 100,000.</AHREF="HTTP:>the second most dangerous city in Canada? "Butchart Gardens" must be Canadian slang for "the place where people get butchered."

So our family turns elsewhere. Hmm. Probably best to avoid "Edmonton’s Murder Belt." Aiee. We’ll go east. Regina? Are you out of your mind? "Saskatchewan reported the highest Crime Severity Index, followed by Manitoba." How about the East Coast? Not if our worried Mexican family cares about that crime severity thing: "St. John’s had the largest increase." This is awful.

At last, after carefully considering Prince Edward Island, our sensible family decides it is just not worth the risk. (After all, homicide in PEI has skyrocketed.) You would have to be a fool to leave Mexico.

All right, all right. The beyond-exponential increase in homicide associated with Prince Edward Island — when looked at closely — is not really that alarming. One whole person was killed in 2011. As opposed to zero, in the five preceding years. Prince Edward Island is hilariously safe. The Mexican government has been decent enough to refrain from issuing travel advisories, despite the crime rates in Abbotsford and Thunder Bay. Level heads have prevailed.

The truth is that most of Canada is almost as safe as Yucatán.

Cuss Words

Palabras Malas

La semana pasada cometí un error en la traducción de la biografía de Chris. En su cuento el usa la expresión, ¡Ay, caramba! y yo lo traduje, Oh crap! Chris me informó que un caballero inglés no diría eso y lo que quería decir era, Oh, my goodness!, que sería ¡Ay, chihuahua!

Con esto en mente, llegamas a la dilema de traducciones, en particular palabras malas. Palabras malas tienen mucha flexibilidad en su traducción dependiendo de la emoción en que se usa.

La palabra pendejo es una palabra mala muy común. ¡Literalmente es un pubic hair!… pero se puede traducirla como, dumb shit or asshole. El palabra pinche es un adjectivo muy común. Literalmente es el ayudante de un cocinero en un barco. Puede traducir como damn o f**king. Pinche tráfico puede ser damn traffic o f**king traffic. Esto depende de la emoción que se transmite cuando se dice la palabra.

La palabras malas más comúnes vienen del verbo, chingar lo cual es el término antiguo Español para violar.

A veces los Mejicanos se refieren como, los hijos de la chingada. Hay variaciones sin fin para esta palabra.

Tengo un libro de 240 páginas con expresiones con el verbo chingar.

El peor insulto es Chinga tu madre, o rape your mother. Vete a la chingada puede decir go to hell.

Aveces se puede usarlo bromeando, no chingues, don´t annoy me. Un chingazo es un trancazo físico fuerte (a heavy physical blow), y una chingadera es algo de que no se puede pensar el nombre. Traigame esa chingadera .

Es una alabanza alta describir alguién como Chingón.

Entonces Chris, aunque un caballero Inglés no lo diría, yo pienso que eres muy chingón.

Last week I committed an error in the translation of the biography of Chris. In his story he uses the expression, ¡Ay, caramba! and I translated it, Oh crap! Chris informed me that an English gentleman would not say that and what he wanted to say was, Oh, my goodness!, which would be, ¡Ay, chihuahua!

With this in mind, we come to the dilemma of translations, in particular of cuss words. Cuss words have a lot of flexibility in their translation, depending on the emotion in which one uses them.

The word pendejo is a very common cuss word. Literally it is a pubic hair, but one can translate it as, dumb shit or asshole. The word pinche is a very common adjective. Literally it is a cook’s helper on a boat, but it can translate as damn or f**king. Pinche tráfico can be damn traffic or f**king traffic. This depends on the emotion that one is transmitting when one says the word.

The most common cuss words come from the verb, chingar which is the old Spanish term for “to rape”.

Mexicans sometimes are referred to as “the children of the rape” or “los hijos de la chingada“. There are endless variations from this word.

I have a 240 page book with expressions with the verb chingar.

The worst insult is chinga tu madre, or rape your mother. Vete a la chingada can mean go to hell.

Sometimes it can be used jokingly, no chingues, don´t annoy me. A chingazo is a heavy physical blow, and a chingadera is a something you can’t think of the name of. “Bring that chingadera over there”.

It is high praise to describe someone as a chingón.

And so Chris, even though an English gentleman wouldn´t say it, I think you are pretty chingón.

Commonly Confused Verbs

We have had several requests for some clarification on certain verbs, so I am going to take the time in this letter to explain three of them that are commonly confused.

Preguntar vs. Pedir

Preguntar means to ask a question or ask for information. Always use a person as the object for this verb, since you can only ask people for information. This verb always takes an indirect object pronoun because we “ask of someone”.

Necesito preguntarle a mi esposo. = I need to ask my husband.

Le pregunté a José. = I asked Jose.

Él me preguntó. = He asked me.

Pedir means to ask for something. It comes from petition. Always request something with this verb. This verb always takes a direct object pronoun because we “ask for something”.

Necesito pedir la cuenta. = I need to ask for the bill.

Pedí el postre. = I asked for the dessert.

Ya pedí. = I already ordered.

Preguntar = To ask someone.

Pedir = To request something.

Conocer vs. Saber

Conocer means to know or be acquainted with a person or a place. It can also translate as to meet someone.

Conozco a José. = I know Jose.

Conocí a José el año pasado. = I met Jose last year.

Mucho gusto en conocerle. = Much pleasure in meeting you. (The le here is a use of leismo.)

Saber means to know information. It can also translate as to find out something.

Yo no sé. = I don´t know.

Sé la dirección. = I know the address.

Supe anoche. = I found out last night.

Necesito saber la verdad. = I need to know the truth.

Conocer = to know or be acquanted with a person or place or to meet someone.

Saber = to know or find our information.

Salir vs. Dejar

Salir means to leave or go out.

Necesito salir mañana. = I need to leave tomorrow.

María sale con José. = Maria goes out with Jose.

José salió ayer. = Jose left yesterday.

Dejar means to leave something or someone behind or to quit something.

Necesito dejar me maleta aquí. = I need to leave my suitcase here.

Dejé mi niño en la escuela. = I left my child at the school.

Dejé mi departamento. = I vacated my apartment.

Dejé mi trabajo. = I quit my job.

Dejar de = to quit an activity. The “de” is always followed by an infinitive and the infinitive will translate as “ing.”

Dejé de fumar. = I quit smoking.

Salir = to leave or go out.

Dejar = to leave something or someone behind or quit doing something.

Recientemente, yo mandé una carta sobe palabras malas con un poco de intepredación sobre el contenido pero he recibido nada más que comentarios buenos. Aquí es un comentario interesante de Sandra Stahlman.“Gracioso. Cuando yo estaba viajando a Guadalajara con el sobrino Mexicano de nuestro amigo en Puerto Vallarta, el le gritó “Chingado” a un motorista quién casi nos chocó. Me reí y dije, “¡Esteban, palabra terrible! Él se puso colorado y contestó, “¡Dios mío, estás aprendiendo todas las palabras incorrectas en Español!

Gracias por los cuentos maravillosos.”

Mi Historia de Águila Gris por Ward Flowers

Nací en un rancho en Texas. Aprendí a montar a caballo cuando tenía cinco años. Mi primer caballo era un yegua muy vieja. Ese caballo no podía correr y solamente andaba a paso lento por todas partes, aún cuando yo usaba un látigo. Cuándo tenía siete años mi padre me dio un nuevo caballo, un potro que se llamaba “Grey Eagle”, Águila Gris.

La primera vez que me subí en ese potro, yo no sabía que era un caballo muy diferente que la yegua.

Cómo siempre yo usaba mi látigo muy fuerte y al instante el caballo empezó a correr muy rápido. Yo estaba muy sorprendido y dejé caer las riendas.

El caballo corría y corría, y yo no podía hacer nada.

Por fin el caballo llegó a una cerca y se paró de repente. Yo volé a una gran altura y aterricé en un cactus.

En esa manera yo aprendí que era necesario tener mucho cuidado cuando yo montaba a Grey Eagle.

Recently, I sent out a letter on cusswords with some intepredation about the content but have received nothing but good comments. Here is an interesting coment from Sandra Stahlman.“Delightful. When I was traveling to Guadalajara with the Mexican nephew of our friend in Puerto Vallarta, he yelled “Chingado” at a passing motorist who almost wrecked into us. I laughed and said, ”¡Esteban, palabra terrible!” He turned red and replied, “Oh my God, you are learning all the wrong words in Spanish!”

My Story of Grey Eagle by Ward Flowers.

I was born on a ranch in Texas. I learned to ride a horse when I was five years old. My first horse was a very old mare. That horse wasn´t able to run and only went around at a slow pace everywhere, even when I used a whip. When I was seven years old my father gave me a new horse, a colt that was called Grey Eagle.

The first time I got on that colt, I didn´t know that it was a very different horse than the mare.

As always I used the whip very strongly and at that instant the horse began to run very fast. I was very surprised and let go of the reins.

The horse ran and ran, and I wasn´t able to do anything.

Finally the horse arrived at a fence and stopped all of the sudden. I flew to a great height and landed on a cactus.

It was that way I learned that it was necessary to have a lot of care when I rode Grey Eagle.

First International Conference for Conflict Resolution

Honorable participants, presenters and guests, We welcome you to the First International Conference for Conflict Resolution.

This is an historical event and we celebrate it. We thank those who have made this day possible. The organizers Honorable Frank Evans from Houston and Licensiado Santiago Gonzales from San Miguel, the presenters, and participants. We welcome you all to the Warren Hardy School.

Frank wanted me to talk to you today about the role social protocol and cultural understanding plays in preventing conflict. He also asked me help you understand how the United Sates and Mexico are different and what Americans in particular need to do to succeed in business in Mexico. Finally, I want to highlight the importance of conflict resolution and how your participation in this event effects world peace.

My work and interest for many years has been to help American business people and tourists adjust to Mexico.

Using proper social protocol is the first step to appearing like a cultured and well meaning person. Social protocol is the basis of cultural understanding and cultural understanding is the understanding that individuals and business need to have strong personal bonds. Without these cultural understandings and cultural bonds it is difficult for people to weather the storms of change in the business environment. Without cultural understanding, when conflict occurs, hearts and minds close and resolution is difficult if not impossible.

You would be surprised how many people believe that because we share the same borders, that people from Mexico and The United States, share the same values. It is important to know that we are in fact we value different things and why?

To understand the values of any country we have to understand its history. Octavio Paz once said, ” The only thing all Mexicans have in common and the only thing we cannot escape is our history.” The same could be said about America but it isn’t that simple.

In the book LIMITS OF FRIENDSHIP written by José Casteñeda, 1998 the recent Mexican Foreign Minister and now presidential candidate, he says:

“The center of the problem is simply the United States is a nation that does not feel a need to remember its past and Mexico cannot afford to forget it.”

So what it about our histories that is so important? Why can´t Mexicans afford to forget their pasts and why should Americans remember theirs?

Lets look at their history and maybe you can draw your own conclusion:

Realizing that I am in a room of lawyers here is my disclaimer: I want to emphasize that it is impossible to capture precisely the nature of any one people. There are so many variations within any given race, culture, or nationality. Only generalities can be made and generalities can be dangerous. These generalities are based on the preponderance of the evidence and know that my intentions are good.

First: American History
American history is very short, mainly because Americans don´t think about their history much. Americans tend to look forward instead of back They remember that columbus sailed the ocean blue in 1492. that the independence was in 1776 and Of course, Texans remember the Alamo.

Americans say Upward and Onward
America was founded in 1620 by pilgrims that came here seeking religious freedom. Historians tell us that they believed that they were the chosen people that were coming to the promised land. Pilgrims were especially individual minded.

They were the Separatists:
They wanted a new political identity and spiritual identity. They believed that if they were righteous they would prosper. Puritans were the Spiritual intellects. Knowledge of the scriptures was essential. They believed they were guided by God. They believed that the code of righteousness was the word in the bible.

John Calvin is considered the founder of the Puritan Ethic prohibited dancing, drinking, gambling, card playing, fashionable clothes and other amusements.(Nothing was left for the Puritan to do but work.) to quote from the Puritan Ethic “Work gives man moral dignity, and economic success gives him honor”

Work gives dignity – Success gives honor.
They believed that hard work was character building and morally good. They basically believed that hard work was the main factor in producing material wealth.

Puritans viewed prosperity as a gift from God.. They believed that money in itself was good and riches were consistent with Godliness Calvin said “The more he hath, the more advantage he hath to do good with it.” Puritans viewed prosperity as Gods gift.

While they sailed to America the Mayflower Compact was created that they would “Combine together into a civil body politic, for the general good of the colony”.

HISTORY
1620 first group -102 people, 41 families seeking religious freedom they brought books, household furnishings, livestock and staple foods. There were carpenters, joiners, and smiths, with the tools of their trades. They also brought an 80,000 acre land grant, fishing rights, authority to create a system of self government called “self government by the Kings Command”. Most were educated and many held positions of authority in England.

The first year for the puritans was difficult but they were saved by the indians who taught them to plant corn. Soon more pilgrims arrived and the expansion began.

Christians did not miscegenate like the Conquistadores. As puritans they wanted to keep their blood line pure.

Americans believe that they were destined to inhabit the land and anyone who got in their way was an obstacle and had to be overcome. Several million indians were killed or died within a few years from disease.

  • 1776 American Independence from England 1790 census 4 million in 13 colonies.
  • 1803 Louisiana purchase from French. 830,000 square miles west of Mississippi .
  • 1812 James Madison declares a policy of Manifest Destiny – It was Americas manifest destiny to expand westwards to the Pacific Ocean.
  • 1823 Monroe Doctrine – European powers were forbidden intervention into the western hemisphere.
  • 1830 The Indian removal act was signed
  • 1835-1836 Texas War of Independence Battle of San Jacinto
  • 1848 Mexican American War – annexed what is now California, Arizona, New Mexico and part of Colorado

It is true that the first Americans were religious zealots who believed hat God had given them this land. The founding fathers created the bill of rights that assured life, liberty, and the pursuit of happiness for all people. America was built on the premise that all people were created equal and had certain unalienable rights.

The American Dream was created and to this day most Americans enjoy lives of prosperity and opportunity. Americans are independent thinkers that believe in hard work and that prosperity is their birthright.

Ethnologists tell us today Americans today three most important values are:

  1. Financial success, hard work brings dignity and success brings honor.
  2. Individual freedom, the pilgrims were very independent minded people. they came here to build their own nation. America has always had a very entrepreneurial spirit
  3. Education. Americans believe that education provide the opportunity for financial success.

No American has forgotten September 11th, the worst attack by a foreign power on American soil, 2,998 souls were taken and people say that it changed the consciousness of America forever This perhaps this tragedy will help us to understand the impact that Mexico’s history has had on its people and their values.

So what do the Mexican value… lets look at their history.

First of all we must remember that México has been inhabited for 30,000 years. First came the Olmecs, then the Toltecs, the Zapotecs, the Teotiahuecanos, the Mayas, and finally the Aztecs. The Aztecs only came into power 100 years before the conquest, about 1400.AD

At the time Cortés arrived in the Americas in 1528 , he encountered a civilization which numbered about 20 million people and 100 Indian nations, whose economic, social an scientific achievements rivaled any similar advancement in Africa, Asia, or Europe. The Aztecs were skilled artists and craftsmen and were competitive in sports, singing, music, dancing and poetry. There was an abundance of festivals revolving around magnificent floral and graphic displays with costumes , music and dance. Their ruling classes lived in great cities as impressive as the most advanced cities of its day.

Then came the conquistador.

Historians tell us that the Spanish conquistadores were a driven people obsessed with lust for riches and glory for themselves, for Spain, and for the righteousness of their cause. They saw no evil in the death and destruction they inflicted on the people of Mexico, In fact they perceived the Indians as subhuman and over several decades they systematically destroyed the political, economic, and religious foundations of what was a flourishing life for Indians living in Mexico. During the 300 year reign of Spain (1521.1821) some 90% of the Indian population (17 million) was killed directly or by disease brought by Spaniards. They all became slaves working to send Mexico’s resources back to Spain.

After 300 years of slavery came the revolution of 1810 when Mexico gained it´s independence from Spain. The problem for the people was that pretty much the same aristocracy remained in power and most of Mexico’s people were relegated to a life of serfs working the great haciendas. This lasted for another 100 years.

After the revolution of 1810, Mexico’s new leaders had their own problems. Mexico found itself in a state of general anarchy, Its territory was huge, really more than the new government could manage or protect, particularly in the north. Slowly Americans moved into the territory and eventually a land grab occurred that was called the Mexican American War. America annexed what are now the states of California, Arizona, New Mexico, and part of Colorado. In 18.. Texans started their own war for independence, which they won. Americans should remember that many Mexicans are still upset about this.

A few years ago I visited the Museum of Interventions in Mexico city, known as el exconvento Churubusco. In its pamphlet page 7, First paragraph it says: Intervencion norteamericana 1846-1848. In 1848 Mexico lost more than half of its territory at the hand of the United States of America. The reasons? Territorial greed by the United States and the anarchy in Mexico. Now, almost 150 years later we are business associates and this border has become a permanent scare that reminds us of the turbulence of the nineteen century.

Between the revolution of 1810 and the revolution of 1910 Mexico experienced six foreign interventions. Three from United States.

Then came revolution of 1910 to 1921. The revolution of Pancho Villa and Zapata over land. Finally the great haciendas were broken down. Lets keep in mind that this revolution only occurred 84 years ago.

You may wonder why Mexicans are not more bitter and resentful than they are, and how despite such a legacy, the Mexicans are kind, thoughtful, generous, and have an extraordinarily sunny disposition that is expressed in art, literature, music, and song.

I believe that this is because the Spanish overthrow only partially succeeded. You can’t wipe out 30,000 years of civilization in 400 years. It is true that Mexicans went from a nation of relative prosperity and a joyous civilization to a nation of slaves, then serfs, and finally servants. Most people experienced lives of fear, frustration, and sadness for generations. BUT It is important to realize that the Aztecs and other Mexican Indians had a rich philosophical, emotional, and spiritual life, AND despite the destruction of his physical world, what the Mexican hung on to was soul.

In Mexico, “It is generally thought that each person is basically good and decent and that one’s dignity is unaffected by what he does or has. Needless to say, Life has been difficult for generations of people, this 400 years of authoritarian rule and foreign intervention has left its cultural imprint on the psyches and minds of the Mexican people. This powerful imprint is what forms the foundation for Mexican values and social protocol.

So when we consider Mexico’s indigenous history and mix it in with 400 years of authoritarian rule, what do the Mexicans value?

Pride and personal dignity.
When everything else was taken away the only thing the Mexican had control over was his personal pride and dignity. To compensate for their abject poverty and slave-like social statue, Mexicans developed an extraordinary sense of pride. In Mexico, dignity and respect go hand in hand, and Mexicans feel they cannot maintain their dignity without specific, positive respect from others. Mexicans resent the “holier than thou” stance assumed by many Americans. In the face of the Americans perceived arrogance, the Mexicans pride frequently deteriorates into stubbornness and passive-aggressive resistance. Dr. Marc Ehrlich

Americans must remember that there is a feeling among many Mexicans that Americans do not respect them as a nation, as a race or as individuals.

To have strong business ties Americans must learn how to express respect and how to behave socially. Americans should be careful to use respectful language and give a demeanor of courtesy, never talking down to anyone. These personal relationships based on respect are the key to successful long term business.

Mexican courtesy begins with a level of formality that has long since disappeared from other cultures. After the revolution of 1810, it became the practice to educate all people in the Cortesia. The basic courtesies that came from Spain. If a person knew this basic Cortesia, he was considered educated. If he did not, he was considered a “mal-educado”. This was an insult on the mother who was responsible for teaching the courtesies. Suffice it to say that the learning of the courtesies leveled the playing field and became the social glue that brought everyone together on social level. They are based on acknowledging a person when entering his space. They consist of:

  • The formal greetings and farewells
  • Asking permission when entering or leaving someone’s space.
  • A blessing on the meal when entering some ones space.

The courtesies gave all people a way expressing respect and of maintaining pride and personal dignity.

American should know and use these courtesies if they live or work in Mexico.

Trust
From the beginning U.S. business relationships have generally been based on accepted practices and laws. Not so much in Mexico. Historically, the only protection Mexican business people have had is the personal bonds that have been established between them.

In most cases, for a business relationship to succeed, it must be based more on trust than on a contract. It is true that the modern Mexican Executive places trust in a well written contract, but when things go wrong, any business success must be based on personal confidence not on laws.

The greatest challenge facing foreigners who want to do business in Mexico is finding the right people and then developing mutual trust. This trust cannot be developed in one or two meetings. It takes time.

It should be understood that the first stages of business relationship, Mexicans are looking at the personality, character, and manners of the foreign representative. Friendship and trust is important. If a deal is reached without this required personal foundation, it will usually fall apart during the first several years of operation or at best go forward but usually it will proceed at a slow pace.

The important thing is that once this trust is developed problems can be solved easily, quickly, and completely with the help of Mexican friends. Personal contacts in the right places continue to be the way things get done efficiently. This brings us to

Family and Friends
Personal interaction, not laws, is the basis of business in Mexico and the foundation of Mexican society. Laws were originally created to protect the powerful, not systems of right and wrong, but by arbitrary policies established to protect the ruling elite. Until recent history all activity, social and economical and political, was based on personal relationships, on who one knew and how much influence could be brought to bear. Mexico became a system of personal patronage. Survival was based on ones ability of network with family members and friends.

Today Mexico is a powerful country going through rapid change. The old politics with political experience and connections is becoming the new politics of bureaucrats who have built political careers through bureaucracy and accomplishments at school.

However, even today trust and personal friendships play an extremely important role in the development and maintenance of good business relationships.

In a perfect world the parties involved in the relationship from different nations, would be sensitive and knowledgeable of the other party´s culture and traditional ways of life. Why is cultural understanding so important, because it reduces the incidence of conflict and gives a basis for resolution when it occurs.

We live in a dynamic universe and in business things go wrong, so wrong that the individuals cannot come to resolution alone. That is when they need help.

We have come here today to discuss ways and to develop skills to help individuals, businesses and institutions resolve conflicts in efficient and responsible ways. Through this information and these skills we will be able to help our clients save money, save time, and experience less stress.

We will all agree that mediation is the practical way to resolve conflict, But I believe that mediation is not only practical, it is also spiritual.

It is the path of the peacemaker. Gandhi said: “When you have resolved conflict you have opened the door to peace.” Never in the history of our planet has peace been more important.

Recently a local healer named Jesus spoke at our school. Someone asked… How can we heal the planet… How can we have peace on earth?

He said that the way was to heal yourself and then heal those in your immediate circle. That is all anyone can do. The mediator is the peacemaker and your clients are your immediate circle. When you help your clients see another’s side and open their hearts, then there are great possibilities for resolution and for peace.

I believe the path of the mediator is the path of the spiritual warrior…. like St. Michael.. The patron saint of our city…

A few months ago a great Peruvian shaman named Juan Ruiz spoke at our school. He said that when he was meditating that morning, he saw San Miguel. Not only did he see San Miguel, he saw legions of archangels.

He said that the San Miguel he saw looks different than the one in the Parroquia. This one didn´t have a sword and shield. He walked with his arms open and his heart was open. He said that this was a new era in the history of the world and that this is the time of the open hearted warriors.

A good mediator helps others to see another’s position and open their hearts to possibilities for resolution. This is the beginning of peace.

Mediation is practical.. it helps our clients save time and money and it is spiritual. It helps our clients reach peaceful solutions and opens the door to peaceful hearts. It creates a win, win, win situation. You are here to become the practical warriors for peace.

The dali lama says that: The path to nonviolence is the path of service to our fellow beings. We honor what you are doing and we support you in it.

We want you to enjoy your selves, and learn from each other. Much energy has been used by people with vision, talent, and good hearts to bring us together. Let us create the union between our groups that will serve many. I hope you to feel proud because you are taking the legal high road in service to your clients and to humanity.

What Really Really Matters in International Business Relationships

I enthusiastically welcome you Third Siders to the Warren Hardy school. I acknowledge you for the time and energy you have put in to come here to discuss ways to help people resolve conflicts in efficient, caring and responsible ways.

William Ury in his book “Must we Fight” says that the motto for the Third Side is to Contain if necessary; Resolve if possible; best of all Prevent. My purpose in speaking to you today is to help you prevent conflict and develop trust in you cross-cultural business relationships.

How many Mexicans are there here today? How many Americans? On behalf of our Mexican friends I welcome you to our lovely city. Nuestra Casa es su Casa. We hope you enjoy yourselves.

How many are here to do business with Mexicans? How many students? How many work in mediation or plan to work in mediation?

Mediation excites me for many reasons; one is the opportunity to give people things they can’t get within the parameters of the courtroom. You can take into consideration what really matters to people.. you can be creative.

I want to share that I am not a mediator. I am not a lawyer or a judge. I am a Spanish teacher of 35 years. My students have always been people like yourselves, professionals wanting to work with Mexicans or live in Mexico. So as a teacher, it has been incumbent on me to help my American friends understand Mexican social protocol. Today more than anything I want to speak from my heart, to share with you some of the things I have learned about how to relate to Mexican people.

I want you to know that as a gringo talking to you about Mexicans, I would never want to seem presumptuous, You see, I am not a Mexican and I haven´t lived the Mexican history. Octavio Paz, Mexicos poet lureate and Nobel Prize winner said, “The only thing all Mexicans have in common is their history.” So because of my love of the Mexican people, I would never wish to mispeak or offend my Mexican friends.

Me, The Ugly American, Personal anecdote
You see, I have been the ugly American and I have made all of the mistakes. I have been ignorant without knowing I was ignorant. I have been arrogant and impatient. I have blundered along thinking I was doing good, when in reality I was not. Please allow me to tell a brief personal anecdote to illustrate what I mean.

In the seventies and early eighties I had a language school in Tucson Arizona. I was young, enthusiastic, and naive. The peso was strong and business was booming along the Arizona Sonora border. We taught professional adults doing business with Mexicans. As a part of the language school we offered a seminar on “How to Do Business in Mexico” and as an adjunct had a consulting firm that brought together American and Mexican counterparts in business relationships. Clients were a helicopter manufacturer that wanted aluminum parts made in Mexico. A soap manufacturer that wanted a factory in Mexico, a health company that wanted alovera, a horse breeder and a bookstore chain owner wanting a distribution partner. In 1983 I sold my school and moved to Guaymas, Sonora. Sometime later, I returned to Tucson and happened to run into one of the previous clients. He told me that the business went bad because the Mexican could not meet product demand, schedules, and never communicated when things went wrong.. I was surprised and chagrinned, but also curious. I wondered what had happened to my other clients. After a few phone calls I found out that several of the businesses had failed. The most successful client was the soap manufacturer. He had fallen in love with his Mexican partners daughter. He was personally involved.

At this point I wanted to hear the Mexican side of the story and made some phone calls. The Mexicans said that the Americans were “pinche prepotentes” (arrogant jerks) and that they were inflexible and made impossible demands. Both sides blamed the other. I was embarrassed. How could so much good intention and hard work turn out so bad? What had I done? What had gone wrong?

This was before I lived in Mexico. This was before I knew what I know today about the importance of cultural understanding in international relationships. I was ignorant then, naive, thinking that by simply putting together counterparts with mutual needs that the business would certainly succeed. I thought that because Mexicans and Americans lived side by side, they pretty much felt the same way about things. I couldn´t have been more wrong. You see, Americans and Mexicans are as different as Bears and Porcupines.

The Bear and the Porcupine
Jeffrey Davidow, the US ambassador to Mexico from 1998 to 2002, wrote a book entitled: The US and Mexico. or The Bear and the Porcupine”. He tells this story.

“One day a porcupine was walking through the forest with his nose in the earth searching for seeds. He did not see the bear and the bear did not see him, because the bear was looking upward searching for berries. He almost stepped on the porcupine. They startled each other. The porcupine made its quills stand up and the bear laughed. “Do you think you can kill me with your little arrows. You are an unpleasant rodent and I am the largest animal in the forest.” “No, you blundering oaf, but do you think you can step on me without suffering the pain of my quills?” “No, said the bear, so I will not kill you. I will allow you to live with me and serve me.” The porcupine kept his quills up. “I do not wish to live with you or serve you, you are a blundering oaf. I will live next to you and watch out for you, but I will serve myself and protect myself with my sharp arrows.” At that point, the Bear and the Porcupine went there separate ways, living next each other and watching out for each other.” The blundering arrogant bear and the spiney porcupine, living side by side but being ever vigilant of each others presence.

Of course, the porcupine does not think of itself as an unpleasant rodent, and the bear does not think of itself as a blundering oaf. In their own minds, they see themselves as the eagles that are their national symbols. So why is this a problem? Well, the simple fact is that we not only live side by side in the forest, we share the forest. These misperceptions stand in the way of us creating better lives for ourselves and our citizens. So what is going on here?

Conflicting and Confusing perceptions
One the surface both Americans and Mexicans are conflicted and confused about each other. They view each other through the bifocal lens of opportunity and threat.

Mexicans want to be consumers of American culture and yet recoil from the threat of cultural inundation.

They want to participate in the American economy and yet are threatened by economic manipulation.

Mexicans want to emulate a democratic political system and yet fear political domination.

The same father who saves all he can to teach his son English and pray that he attends an American University worries about the influence of video games and fast foods.

Mexicans are convinced that immigrants are treated poorly in the U.S., but everyone has a successful cousin living in his own house and driving a late-model car in L.A. or Chicago.

Mexican intellectuals sniff at the barbarism of American culture but could not bear to live without frequent trips to New York.

On the other hand, many Americans think that Mexicans are lazy but they hire Mexicans to do the jobs they aren´t willing to do. .and on and on.

This is all public perception and it matters, but public perception can quickly change.

What Really Matters are Core Values.
What really matters to a people or a nation are the things that don´t change. Core values do not change quickly because they are created over time by history. You see, beyond and below public perception there is history and history is what defines us.

On your table you have 6 value cards. Pick what you think is the top value for an American. Pick the top value for a Mexican.

Ethnologists tell us that the way to understand the values of a country is to understand its history.

Lets take a brief look at the history´s of these two nations, and see what conclusions we come to about their core values.

American History
In the United States history seems to disappear…” I think its because Americans tend to look forward not backwards If you are like me, I remember that Columbus sailed the ocean blue in 1492. The declaration of Independence was signed in 1776, and of course Texans remember the Alamo. There is more.

The Puritans came here in 1620. These first Americans left England in a time of religious turmoil. You will remember that the Puritans were religious zealots from the Calvinist movement. Their mission was religious freedom, to create a democratic body, and prosper. They believed that they were coming to a promised land and that. if they lived righteously, God would prosper them. The Puritan ethic stated “Work gives man moral dignity, and success gives him honor.” They believed that prosperity was a gift from God. Calvin said, “The more he hath, the more advantage he hath to do good with it.” These people created the American Dream. They declared that all people were intitled to certain inalienable rights: Life, liberty and the pursuit of happiness. From the time they arrived in Plymouth they never looked back. Over the next 100 years the anglo population grew from the original 102 to over 4 million who now inhabited a political body called the 13 colonies. Americans were independent thinkers that believed in hard work and that prosperity was their birthright. Here are a few other key dates that I want you to look at.

You can see that from its inception, America went through a 400 year period of expansion and growth and continues to do so today.

America´s Core Values.
Based on this history, everyone please put in order what you think are American’s top three values.

Ethnologists tell us that Americans three most important values are:

  1. Financial opportunity - Americans seek financial opportunity and demand results. Americans have devised an economic system based on opportunity and free enterprise. Americans believe that a society which fosters competition and financial opportunity will progress rapidly. Material acquisition is the reward for hard work and serious intent; a reward they think that all people would enjoy if they were as industrious and hard working as Americans.
  2. Time and its control – Time is, for the average American, of utmost importance. Schedules are meant to be planned and followed in the smallest detail. Americans love it when a plan comes together. Americans are completely controlled by the little machine they wear on their wrists, cutting their discussions off abruptly to make it to their next appointment on time. In America it is considered rude to be late, even by 10 minutes, and if you are late, you must call. Americans language is filled with references to time, giving clear indication of how much it is valued. Time is something to be “on, to be kept, filled, saved, used, spent, wasted, lost, gained, planned, given, made the most of, and yes, time can even be killed.”
  3. Individual freedom - The pilgrims were entrepreneurs. They came here to build their own nation. In America each individual is seen as completely and marvelously unique, that is, totally different from all other individuals, and therefore, his individual freedom must be preserved. An American takes credit for what he has accomplished by himself or herself. The self-made man or woman is still very much an ideal in America and individual freedom provides the platform for Americans to manifest their dreams.

*1812 James Madison declares a policy of Manifest Destiny – He said “It was America’s manifest destiny to expand westwards to the Pacific Ocean, from sea to shining sea. Madison said, ”The right of our manifest destiny was to spread over and to possess the whole of the continent which providence has given us for the development of the great experiment of liberty.” This became the rational for the Mexican American War.

*1848 Mexican American War – America annexed what is now California, Arizona, New Mexico, and part of Colorado. This was the first American conflict driven by the idea of Manifest Destiny. As Americans moved onto Mexican territory there was a need to protect them from falling under the rule of Mexico.

Mexican History
So what do the Mexicans value? Let’s look at their history.

First of all we must remember that México has been inhabited for thousands of years. First came the Olmecs, then the Toltecs: The great civilizations occurred in MesoAmerica from 500 B.C. to 1500 A.D. This was a relative peaceful period, and sophisticated civilizations arose. Millions of people interacted in ceremony, architecture, art, music and of course, commerce. There were the Zapotecs in Monte Alban, the Teotihuacanos north of Mexico City and the Mayas in the Yucatan. The Aztecs came into power 100 years before the conquest, about 1400 A.D. At the time Cortés arrived in the Americas in 1519, he encountered a civilization which numbered about 20 million people and 100 Indian nations whose economic, social and scientific achievements rivaled any similar advancement in Africa, Asia, or Europe. Then came the Conquistador.

The Conquest of Mexico
Historians tell us that the Spanish conquistadores were a driven people obsessed with lust for riches and glory for themselves, for Spain, and for the Catholic Church. They saw no evil in the death and destruction they inflicted on the people of Mexico. In fact, they perceived the Indians as subhuman and over several decades they systematically destroyed the political, economic, and religious foundations of what was a flourishing life for Indians living in Mexico. All people became slaves working to send Mexico’s resources back to Spain.

During this 300 year holocaust brought by Spain some 90% of the Indian population (17 million) was killed directly or by disease brought by Spaniards.

After 300 years of slavery came the revolution of 1810 when Mexico gained it´s independence from Spain. The problem for the majority of the people was that life continued to be pretty much the same. The aristocracy remained in power and most of Mexico’s people were relegated to a life of serfs working the great haciendas. This was to last for another 100 years.

Mexican American War – United States Intervention in Mexico
It is important to note here that after the revolution of 1810, Mexico’s new leaders had their own problems. Mexico found itself in a state of general anarchy, Its territory was huge, really more than the new government could manage or protect, particularly in the north. Slowly Americans moved into the Mexican territory and eventually a land grab occurred that was called the Mexican American War. America annexed what are now the states of California, Arizona, New Mexico, and part of Colorado.

Americans should know and remember that every Mexican child who studies the history of his country learns about the greedy Americans who attacked their nation and took half their land. Every school child in Mexico City visits the Museum of Interventions. In its pamphlet page 7. First paragraph it says: Intervencion Norteamericana In 1848 “Mexico lost more than half of its territory at the hand of the United States of America. The reasons? Territorial greed by the United States and the anarchy in Mexico. Now, almost 150 years later we are business associates and this border has become a permanent scar that reminds us of the turbulence of the nineteen century.” Between the revolution of 1810 and the revolution of 1910 Mexico experienced six foreign interventions. Three from United States.

Interventions on America – Let Us Not Forget
America has experienced two foreign interventions: Pearl Harbor, December 7, !941. We lost 2500 citizens, and the attack on the World Trade Center Sept 11, 2001 where 3000 lives were taken from us. We are sensitive about these attacks and hold the victims sacred. We tell ourselves that “We cannot forget what happened and we cannot allow that to ever happen again.” It is no wonder that Mexicans cannot forget about the loss of their civilization, the enslavement of their people, and interventions from the big bear to the north. Jorge Casteñada, the Mexican secretary of Exterior said, “The problem between the United States and Mexico is simple. The United States refuses to recognize its history and Mexico refuses to forget it.”

After 100 years of the great haciendas and serfdom came revolution of 1910 to 1921. The revolution of Pancho Villa and Zapata over land. Finally the great haciendas were broken down. For the first time in 400 years land was available to the common people. Lets keep in mind that this revolution only occurred 84 years ago. Some countries live closer to their history than others and no country lives closer to its history than Mexico.

Soul of Mexico
I am amazed that Mexicans are not more bitter and resentful than they are, and how despite such a legacy, the Mexicans are kind, thoughtful, generous, and have an extraordinarily sunny disposition that is expressed in art, literature, music, and song.

I believe that this is because the Spanish over-throw only partially succeeded. You can´t wipe out thousands of years of civilization in 400 years. It is true that Mexicans went from a nation of relative prosperity and a joyous civilization to a nation of slaves, then serfs, and finally servants. Most people experienced lives of fear, frustration, and sadness for generations.

But it is important to realize that the Aztecs and other Mexican indians had a rich philosophical, emotional, and spiritual life. Despite the destruction of his physical world, what the Mexican hung on to was soul.

Even so, life has been difficult for generations of people, this 400 years of authoritarian rule and foreign intervention has left its cultural imprint on the psyches and minds of the Mexican people. This powerful imprint is what forms the foundation for Mexican values and social protocol

Mexican Values
So when we consider Mexicos rich Indigenous and European history and mix it in with 400 years of authoritarian rule, what do Mexicans value? Please place you cards in order of what you think are the top three Mexican values. Again, ethnologists tell us:

  1. Pride, personal dignity and respect – When everything else was taken away the only thing the Mexican had control over was his personal pride and dignity. . Any lack of respect takes that away and a Mexican will not tolerate lack of respect. Mexican pride is a powerful force. In Mexico everyone is entitled to personal dignity, no matter where they work, what they wear, or what they drive.

    In the mid 1800,s a social movement took place to give all people a way of expressing respect and of maintaining personal dignity no matter the social class. It came from the Cortesía of old Spain. Today it is the basic social protocol that all Mexicans respect. Americans should know and use these courtesies if they live or work in Mexico. Being able to show respect is a key skill. It shows that you know how to act. It was based on the concept of acknowledging someone when you enter or leave their space. It consists of:

    • The formal greetings and farewells
    • Asking permission when entering or leaving someone’s space.
    • A blessing on the meal when entering someone’s space.
  2. Trust – From the beginning U.S. business relationships have generally been based on accepted practices and laws. Not so much in Mexico. Historically, the only protection Mexican business people have had is the personal bonds that have been established between them. The important thing is that once this trust is developed problems can be solved easily, quickly, and completely with the help of Mexican friends. Personal contacts in the right places continue to be the way things get done efficiently. This brings us to:
  3. Family and friends – Mexicans love their families. They venerate children and old people. They live in three generation households. Mexicans love being with Mexicans. They pass hours in idle chatter. Mexicans love music and all Mexicans know all the words to the classic Mexican songs. It is not uncommon to be in a group of 5000 Mexicans and everyone is singing to the music. The family is the foundation of Mexican society and Personal interaction is the basis of business in Mexico.

    Mexico is a dynamic country going through rapid change. The old politics with political connections is becoming the new politics of bureaucrats. However, even today trust and personal friendships play an extremely important role in the development and maintenance of good business relationships.

So that is what ethnologists say about Mexicans. I want to tell you what a Mexican is to me. The longer I live in Mexico, the more I see clearly the soul of Mexico, the enduring part that was never conquered through the conquest. Mexicans are of the earth from ancient civilizations. They are a race of people whose blood was spilled in its very creation. They are a solitary people, having been created and survived on this very spot. They are the porcupine. Their shamanic roots go deep. They have been a shamanic spiritual society for thousands of years. They live from their hearts. They love to play and celebrate all of life, there joy and their sorrow. In spite of their social class, their education, or whatever may differentiate them within their country, they stand in solidarity as a unique tribe and nation. They share the same history and the same blood. They can and do stand against the world as Mestizos, Mexicans, la Raza, indestructible and proud. They are a dynamic race of people who has recreated itself in modern times with its own identity, beliefs, and values.

Nothing compares to Mexican food and sauces with their combinations of spices and flavors. Mexicans have tequila and believe that tequila can cure everything from the flu to a broken heart.

I can tell you that my association with Mexicans has made me a better person. I used to be one of the type A guys who made a lot of demands and expected a lot of results. That was painful. Today I am more patient, more generous, and more kind. I will live longer and happier because of my association with Mexicans.

If you are an American doing business with Mexicans or working in mediation don´t be a blundering arrogant oaf. Be aware of history. Show respect and develop a personal relationship. Be patient.

If you are a Mexican doing business with Americans, Don´t be an over sensitive porcupine. Keep you quills in check. Show Respect and develop a personal relationship. Be patient and communicate when things go wrong.

Here is what to do. Get personally involved.

  1. Finding the right partner - In his book, ‘Mexican Etiquette and Ethics?, Lafayette DeMente says that, “the challenge for both sides is to find the right partner and then develop a relationship of trust.” Decide you are going to have a relationship based on respect and trust with you Mexican counterpart. Don´t let history stand in the way of your friendship. Take time to cultivate a personal relationship.
  2. Find out what matters – You might say: “I am excited to do business with you and I see great opportunity here for both of us. I suggest you tell me what matters to you, and I will tell you what matters to me.”
  3. Take time for serious play – Friendships are made over food and drink and so is good business. Remember: In Mexico, play is a ritual. In America, work is a ritual. At any social event be prepared to stay the course. Take a nap before you go out. Your objective is to get to know your client. Laugh together and have a bonding of the heart. Ask questions about families and interests. Express your appreciation for your family and life in general. Take gifts, photos, pictures of your family, and express your love of the Mexican culture.
  4. Never dismiss or talk down – Resist comparing one country to another. This usually turns out wrong.
  5. Learn Spanish and use the social protocol.

When Problems Occur
In a perfect world the parties involved in international business relationships would be sensitive and knowledgeable of the other party´s culture and traditional ways of life. But sometimes the blundering bear raises its arrogant head and the oversensitive porcupine throws its quills in the air. Then things go wrong so wrong that the individuals cannot come to resolution alone. That is when they need help.

And that is why we have come here today, to discuss ways to help our clients find practical and creative solutions to resolve conflict.

We will all agree that mediation is the practical way to resolve conflict, but I would like to close by saying that I believe that mediation is not only practical, it is also spiritual. It is the path of the peacemaker. Gandhi said: “When you have resolved conflict you have opened the door to peace.” Never in the history of our planet has peace been more important.

Now we are down to what really matters. Of course public perception matters. Core values really matter. But what really matters is realizing that we are all animals living in the same forest, some of us are bears, some are porcupines, we are unique but all the same.

We all want the same things. We all want to be respected and trusted. We all want prosperity in our lives. We all love our families and our friends. We all have much to offer each other. What really really matters is the human relationship and connecting through the heart. This connection will empower our businesses to weather the storms of change. Mexicans have a great toast that reminds us what really really matters. Please repeat after me. Salud, , Amor, , Dinero, – y el tiempo para gozarlos.

Much energy has been used by people with vision, talent, and good hearts to bring us together. Let us create the union between our groups that will serve many.
